Jharkhand government has made it compulsory for all employees to pass the Hindi reading and writing test. Without passing this test, no employee will be given annual increment. If any irregularity is found, action will be taken against the responsible officer. The accounting officer can also be punished. Recovery will be made from the head of the office who gets the increment done in the wrong manner.
The state government has made it compulsory for all employees, except class IV employees, to pass the Hindi writing and reading test for annual salary increment. This Hindi note drafting test is conducted by the Revenue Board. Without passing this exam, no employee can be granted annual salary increment.
The Finance Department has sent a letter to all the departmental secretaries, divisional commissioners and deputy commissioners and said that if any employee is granted annual salary increment without passing this exam, then consider it an irregularity and take action against the responsible officer.
The Accounting Officer will be punished!
- The Finance Department has also said that if such irregularities are found, the concerned office head and the Accounting Officer who verified the salary fixation will be held guilty for it.
- Also, the excess amount paid from the irregular salary hike against the rules will be recovered from the concerned office head who approved it.
- At the same time, strict disciplinary action will be taken against the Accounting Officer who verified the salary hike and salary fixation in an incorrect manner.
What else did the Finance Department say?
According to the Finance Department, if in any case salary increment has been approved and after retirement/death in service it is found that the salary increments given were irregular, then in such a situation the salary should be re-determined by correcting the mistake for calculation of pension.
Also, pension and other benefits should be calculated on that basis. Also, all the office heads will check the service book of their subordinate employees and mention in it the certificate that it has been checked. It will also have to be mentioned that the approved salary increment and the fixed salary are as per the rules and government orders.
Many posts of officers will be appointed in JSCPS
Jharkhand State Child Protection Institution (JSCPS) and State Adoption Protection Agency working under the Women and Child Development Department will have appointment on contract basis on various posts. Under this, JSCPS will have appointment on three posts of program officer, one each of accounting officer, accountant and accounting assistant.
Similarly, one each post of program manager and program assistant will be appointed in the State Adoption Protection Agency. Out of these, one post of program officer is reserved for ST, one for SC and one for BC One, while all the posts are unreserved.
Online applications for appointment will be made through the recruitment portal of the state government. Online applications will start from February 5. Its last date is fixed as February 25.
