Teachers Transfer: A new transfer policy has been implemented for the employees. From the next financial year, preparations have been made to make the transfer process completely online in all other departments except the Recruitment Department.
All departments have been asked by the CM’s office to complete this process by March 31, 2024. In this, the officers and employees will enter their details on the Manav Sampada portal. At the same time, many rules have been amended in the policy. Under this rule, officer employees will get the benefit of transfer.
Instructions to the administrative head of all departments
The employees of UP will get its benefit. All departments have been instructed by the CM’s office to complete this process by March 31, 2024. In which the work staff will have to enter complete details on the Manav Sampada portal itself. The standard of merit based transfer has also been fixed.
Uttar Pradesh Chief Secretary to Chief Minister SP Goyal said that instructions have been sent to the administrative heads of all departments. Merit basis online transfer process of government officer employee will be completed. For this, priority is being taken by the government. Everyone’s data will be verified on the Manav Sampada portal. The upload module on the portal will be used regularly by the Personnel Department.
The state government has given instructions to take it forward on priority. The exercise of displaying the details of all officers and employees on the Manav Sampada portal has been going on for more than 1 year but till now it has not been completed even after the completion of the timeline. Now instructions have been given by the department to complete it on time. So that the process can be completely transparent and easy.
Transfer process in 8 departments started online this year
Tell that the process of transfer in total eight departments will start online this year. This process is partial i.e. transfers will not be done on all the posts. In which the water resources department including secondary education, milk development including livestock welfare, medical, health and irrigation have been included in it. Transfers of teachers in basic and secondary will be done online.
- Same BSA and DIOS transfers will be done offline. Important guidelines have also been issued for this. In which the officer employees will have to verify their service book and other information. If there is any discrepancy, instructions have been given to remove it.
- Nodal officers will be decided and training will be given to them . Trained officers will be able to train other officers about the working process of the portal.
- It will be mandatory to complete most of the services related tasks through the Manav Sampada portal.
Instructions on inter-state mutual transfers
Here in Uttar Pradesh, instructions have been given to make available the information of qualified and non-qualified applications for inter-district mutual transfers of teachers working in council primary and upper primary schools by August 13. Basic Education Council Secretary Pratap Singh Baghel has given instructions to all basic education officers in this regard.
Tell that after getting the teachers registered for inter-district mutual transfer by July 24, action was taken to submit the qualified registration letter till July. At the same time, information has been sought for taking charge of work-free duties of council teachers and teachers transferred for inter-district transfer.
Pratap Singh Baghel, Secretary, Basic Education Council, in his letter sent to all BSAs on August 5, had instructed them to complete online feeding on August 9 for taking charge. Now by August 18, the transferred teachers will be posted online.
